Session Synopsis


In FY 25, the federal government awarded over $1.2T in grants, with over 83% going to state governments. In this session, we will discuss the primary fraud and other compliance risks in these programs and how best to prevent, detect, and investigate them.

Ken Dieffenbach, CFE Executive Director, Pandemic Response Accountability Committee


Presenter Bio

Ken Dieffenbach was appointed as the Executive Director of the Pandemic Response Accountability (PRAC) in June 2024. He brings over 30 years of experience in the oversight community and has served in various roles related to investigations and data analytics with the U.S. Air Force, the Department of Justice, and the Department of Energy. He is particularly passionate about grant fraud and fraud prevention, and the fact that today’s oversight challenges require new and innovative approaches. As Executive Director, Ken leads the PRAC’s efforts to support and coordinate comprehensive oversight of over $5 trillion in pandemic relief funding and to prevent and detect fraud in programs funded by the July 2025 One Big Beautiful Bill Act.
